About Library

In any educational institution, a proper place with a suitable ambience and environment for study with concentration, and the availability of a sufficient resource bank of study material — books and modern sources of ICT — is a basic necessity. Our University provides a well-designed, spacious, separate library premises with centrally air-conditioned reading halls having adequate seating capacity. The library is equipped with modern stacks of a varied and rich collection of textbooks, journals, reference books and periodicals along with e-resources, and provides access to many useful legal online databases for students, research scholars and faculty members. Dr. A.P.J. Abdul Kalam Library is known for its quality and valuable collections on legal and allied subjects.

The University Library is housed in the Dr. A.P.J. Abdul Kalam Library complex, a three-storey building, with a seating capacity of approximately 200 readers at a time and approximately 30 in the Digital Section.

The Library holds an extensive collection of reference materials — Dictionaries, Directories, Handbooks, Encyclopedias and Yearbooks (for reference only). The Open Access System is adopted for early access to literature, and the library is automated with SOUL Software.

Online Legal Databases & Digital Resources

The University Library provides access to the following databases: SCC Online, Hein Online, Lexis-Nexis Advance, AIR Online, Live Law, EBC Reader, JSTOR, Brill E-Journal and Legal Bites. Users can access these online resources even off-campus through the Knimbus remote access platform using their unique ID and password. The library is a member of e-ShodhSindhu (Consortium for Higher Education Electronic Resources), the National Digital Library of India (NDLI), DELNET and ONOS (One Nation One Subscription). Plagiarism detection is available through Drillbit and Turnitin. A Digital Resources Centre on the 1st floor provides access to all subscribed e-resources.

• Lexis-Nexis Advance — online legal research platform with full-text judgments from the Supreme Court, High Courts and Tribunals, bare Acts, authoritative commentaries (DD Basu, MP Jain, Mulla, Ratanlal & Dhirajlal, Halsbury’s Laws of India, etc.) and international content.
• EBC Reader — a large, advanced legal e-Library that auto-updates with the latest editions; 350+ legal titles including EBC textbooks, dictionaries, manuals, commentaries and central Acts & Rules.
• Live Law — authentic legal news portal committed to accurate, honest reporting of legal developments.
• JSTOR — digital library archiving academic journals with full-text search across several hundred journals.
• Brill E-Journal — publisher of 300+ journal titles across subject areas, available in print and online.

• DELNET — provides union catalogues (books, periodicals, theses and more) and resource sharing across member libraries.
• ONOS (One Nation One Subscription) — Government of India scheme providing country-wide access to international high-impact scholarly research articles and journal publications.
• Cambridge (Cambridge University Press) — part of the University of Cambridge; academic publishing, research and English-language learning resources supporting education at the highest international levels.
• Legal Research Tool — combines deep legal coverage, powerful search and AI-assisted summaries to help users research faster and build well-supported legal arguments.

The Library remains closed on all gazetted holidays. This schedule is subject to change with the approval of the competent authority.

Wi-Fi

The library provides a Wi-Fi facility across the library premises for all library users for their study.

Previous Year Question Papers

The library also provides a Previous Year Question Paper facility to students, available through the University Website as well as in the University Library.

Library Rules & Regulations

Borrowing Entitlement

Members may borrow books against a bar-coded Identity-cum-Library Card, as per the entitlement below:

Reference books, old/unbound/bound journals and non-print materials are not issued; they may be issued to Faculty members and statutory officers only for overnight use, with the permission of the University Librarian. Reference and rare books are in a restricted category and are not sent out except in exceptional cases, on the recommendation of the Assistant/University Librarian.

Discipline & Decorum

1. All members shall maintain perfect silence & discipline in the Library premises and observe the Library rules.
2. Personal belongings are not allowed inside the Library; bags, personal books, printed materials, files, raincoats, umbrellas and issued books not meant for return shall be kept at the property counter at the member's own risk.
3. Using mobile phones and audio instruments (with or without speaker/headphone) is strictly prohibited in the library premises.
4. Staying in groups in the Library is forbidden.
5. Refreshments, eatables and soft drinks are not allowed anywhere on the library premises.
6. Keep chairs at their proper place without making noise.
7. Members shall not mark, underline, doodle, deface or damage library material; violators will be charged the full replacement cost and may face disciplinary action.
8. Members found staying in groups, talking loudly, shouting, quarrelling, eve-teasing or any other act of indiscipline shall be liable to punishment.
9. Smoking / spitting / sleeping inside the Library is strictly prohibited.
10. Notices, publicity materials and wall writings are not allowed in any part of the library premises.
11. Library books/documents must be returned on the last working day during vacations.
12. Members must show books and materials being taken outside to the staff at the checkpoint; the Library may check the contents of items at the property counter.
13. The Library is not responsible for any damage/loss to equipment plugged into a power point or to data stored thereon due to power fluctuations or any other cause.
14. Any member guilty of carrying library property outside without proper issue/authorization shall face disciplinary action / withdrawal of services and/or fine, as determined by the University Librarian with the approval of the competent authority.

Penalties

The University Librarian may impose one or more of the following penalties for any act of indiscipline: Warning; Fine; Temporary or permanent withdrawal of library facilities or cancellation of membership. In cases of indiscipline of a serious nature, the Librarian may recommend the case to the competent authorities for rustication from the University.
